Crest Nicholson set to create major new community in Horley

Reigate & Banstead Borough Council has today confirmed outline planning consent for a major new community of 1,510 homes on land at Meath Green, north west Horley. The development will be delivered via a consortium comprising Crest Nicholson and A2Dominion, who will be delivering over 50% of the 1,510 homes, as well as Taylor Wimpey and Persimmon Homes.

The planning permission includes:

  • 1,510 homes, 25% of which will be affordable, for local people in housing need;
  • A site for a new primary school;
  • A neighbourhood centre with shops and a community hall and sites for a pub/restaurant, a place of worship, a medical centre and employment space;
  • Public open space, play facilities and two allotment sites;
  • Two new access roads linking the development to the A23 and A217, together with associated junction improvements;
  • A high quality bus service linking the development to Horley town centre and beyond;
  • Improved pedestrian and cycle network linking the new neighbourhoods to town centre, local schools and the wider cycle network.

Over £10m of infrastructure will be delivered jointly by the developers, along with an additional £30m paid to the Borough and County Councils for significant investment in highways, public transport, education, leisure and recreation and community infrastructure and service improvements.

Stephen Stone, Chief Executive of Crest Nicholson, commented:

“The transformation of this site into a thriving new community will deliver a mix of much needed, high quality new homes for the local area. We have spent a long time working in partnership with the local authority to ensure that the plans genuinely enhance the existing locality, and that we are not only building a mix of new homes, but also implementing the necessary infrastructure to cultivate and support a new and thriving neighbourhood.

“With an estimated Gross Development Value of circa £450 million, this site will deliver a very real boost to the Horley area, and the scale of the site makes it a significant addition to the local housing market. We are committed to investing in and developing a prosperous community that not only creates new homes, but also brings new life and new long-term opportunities to the area.”

John Knevett, A2Dominion Group Chief Commercial Officer, said: “We are pleased to be working jointly with Crest Nicholson to deliver over 50% of the homes for this exciting new community in Horley, helping to meet a significant need for new housing.

“The scheme will be A2Dominion’s first major development in the borough of Reigate and Banstead and supports our strategy to diversify the range of homes we provide, including properties for sale, rent and shared ownership through our new FABRICA by A2Dominion brand.”

Chris Carney, Managing Director of Taylor Wimpey South Thames, added: “We are delighted to be delivering much-needed quality homes and community facilities to create a vibrant new mixed-use neighbourhood in Horley.

“After many years of working closely with the Local Authority, the anticipated start on site is a significant step forward and we will continue to work with local stakeholders to deliver a scheme that Horley can be proud of.”

Andrew Shankster, Managing Director for Persimmon Homes South East said: “Persimmon Homes is excited about being a delivery partner for this key strategic development site in Horley. It will provide a high quality, attractive new neighbourhood and a substantial contribution to the local affordable housing need and delivery of private dwellings in an enhanced landscape setting.”

Preliminary work is due to start on site in the Spring and, subject to the granting of detailed consent, the development will be built in four phases, taking approximately ten years to complete.
